GG Game is proud to bring you another prestigious DotA tournament - Philippines Regional War

The tournament will feature the top clans from the 3 major island-groups of Philippines - Luzon, Visayas and Mindanao. There will be a separate qualifiers stage for the 3 regions and the top 2 teams of each group will battle it out to earn the title of " Philippines' Best Team " and the grand cash prize. Get your teams ready - Philippines Regional War will kick off this November 11, 2007.

Tournament Structure
Qualifier Stage
Three separate qualifiers will be hosted for Luzon, Visayas and Mindanao with 16* team slots to be opened for each qualifier groups. The qualifier stage will be from November 11 to 31, 2007.
*slots is subject to change depending on the number of registration.
Elimination Round
The round will begin at December 1, 2007. The 6 teams who advanced will then be split into two brackets. Bracket A consisting of Luzon 1st place, Visayas 2nd place and Mindanao 2nd place; Bracket B will consist of Luzon 2nd place, Visayas 1st place and Mindanao 1st place. Teams will play a best of 1 round robin match in their bracket and the top two teams of the two brackets will advance to the final round. Incase of a tie, the 1st place team during the elimination round will be the one who will advance to the final round.
Final Round
4 teams will be playing in a best of 3 single-elimination round with the following match-ups: 1st place team of bracket A vs 2nd place team of bracket B; 2nd place team of bracket A vs 1st place team of bracket B. The winner of the two matches will face off in the Philippines Regional War Finals.

Match Point

Match Winner The team who destroys the opponent’s throne/world tree first, or if the opponent surrender.
Nationality Restriction
- All players currently staying in Philippines are eligible to register for the tournament.
- Game host will be from Asia. - If a player from an Asian clan and currently living outside Asia wants to participate, he/she must accept the latency, and his/her team can only register at most 2 players outside Asia.

Admins and Marshals
Marshals and Admins will be assigned starting in the semi-finals/finals of the qualifiers. Gameswithout marshals will be reviewed through replays and after the reviewthe administrator will officially declare the winner. If caught doingany violations of the above mentioned rule. Team is automaticallydisqualified from the tournament and the opponent will be declared aswinner.
Host Selection
The HOST for the game can be:
- Onemember of either of the competing team, but both teams should agreeupon it. The team who is not hosting will get the first hero pick /first hero elimination choice.
- Teams may bring/use a third personwho has good hosting capabilities to be the host, but still both teamsshould agree upon it.
- Last option, ask the assigned organizer / marshall to look for a neutral host for their match.
Bothteams must play on the neutral host being the last option. If a teamdoes not want to play on the said neutral host, the team will be givena loss or be eliminated from the tournament.
If teams cannot decide which team to pick hero first, they can find an admin and do a coin toss.
Hero Drafting
Extend League Mode:
Both teams will be allowed to take out up to 3 heroes from the pool of heroes before drafting starts. This will work based on a 1-1-1-1-1-1 format. Teams can choose to stop taking out heroes before the maximum 3 heroes limit and their turn to take out the heroes will be void.
Each team will have 30s to decide on removing 1 hero.

A maximum of (but may not up to) 6 heroes can be taken out before the drafting session happens. After the taking out draft finishes, teams will proceed to pick the heroes for the game.
Replays and Screenshots
After the game, both teams should save the replay and get the final score screenshot as evidence, and then send it to gg_prw@hotmail.com

Before and After Game
• Teams should if possible try and find a neutral host suitable for both teams. Make sure that you test the host for lag before the game commences.
• One team is Sentinel side and the other team gets to choose who has first pick. If the teams are not able chose who is on what side, you can ask an admin for a cointoss.
• If a host has been decided upon, the entire match will be finished with that host, unless both teams agree to change.
• If the teams cannot agree upon a host then the host will be decided by a coinflip conducted by an admin.
• If a team is not available at the scheduled time you have to at least wait 20 minutes before requesting a default win. To request a default win you have to speak with an admin who will look into the case. Admins will rule on fair play, by trying to help getting in touch with the opponent and rather letting a match start late than giving a forfeit win. However the fair play ruling is not a privilege to any team, and is based solely the admins decision.
• In the case of a missing player the opponent has to wait a minimum of 20 minutes to give the other team the chance to reach him. Afterwards they may chose to claim a forfeit win, or they can play the match 4on5 or 4on4. A team may never play a match with less than 4 players. Fairplay might overrule unfair decisions ( in case a far stronger team is being forced to forfeit instead of playing 4on5 by a far weaker team ).
• It is mandatory to save replays after each game by both teams! Failing in doing so will result in a warning and/or removal from the tournament. If the game is loaded, screenshot the final score as reference.
Items Restriction
• Each team may only have two Mekansm
• Each team may only have two Necronomicon
• Each team may only have one Refresher Orb
• Each team may only have one Arcane Ring
• Each team may only have in total either
two Eul's Scepter of Divinity OR
two Guinsoo's Scythe of Vyse OR
one Eul's Scepter of Divinity and one Guinsoo's Scythe of Vyse
Game Play:
Backdooring
Backdooring is allowed. However, instances of teleport abuse are not allowed. You cannot use any form of teleport (furion skill, ignis fatuus, or Boots of Travel) to enter an enemy base UNLESS your creeps are already present in the base. So, for example, teleporting with Boots of Travel onto an ignis fatuus that runs in to backdoor is illegal. Another example is having your teammates backdoor and enters an enemy base and then teleport to your teammates as Furion. This is illegal because your creep wave is not present. Some of these measures have since been restricted in recent map versions in support of this rule.
Sharing of Items
No items are allowed to share among teammates including of Aegis of the Immortal, Gem of True Sight and Divine Rapier.If droppable items are drop when player is killed, only the player and enemy team is allow to pick up or to be destroy by teammates. When a droppable iteam drops, the teammates can either destory it, or pick it up and return it the th e hero who had it as soon as he respawns. The hero that pick this "dropped" item may not engage in battle with the item, if he wishes to do so he must drop the item and proceed. ( That means that once you pick the dropped item you must return back to base and not engage anyone ultil you've done so. ).
Only Flask of Sapphire Water can be CAST onto teammates.
Abuses & Exploitation:
1. Trees Trapping (Disqualification):
Trapping enemies in trees intentionally is not allowed.
2. Pooling (Warning or Game Loss):
No pooling of any sort is allowed. This means that items bought with a player's own money cannot at any time be carried by any of his teammates. Items bought with the player's own money can only be carried or sold by him. This rule only applies to players on the same team. Players can pick up items dropped by their opponents.
3. Pause Abuse (Warning or Game Loss):
During hero selection. From the point after hero selection process is completed, pausing without any valid reason is disallowed.
4. Creep Blocking (Warning or Game Loss):
Creep blocking is not allowed but creep slowing is allowed. Blocking here refers to the prolonged blocking of creeps to disrupt their usual path. (ie: Using Chen's creeps to block the entire entrance of the base for a long time.) Creep slowing means that you can stop the creeps from moving in their usual path for a few seconds. (ie: Using fissure)
5. Bugs Exploitation (Warning , Game Loss or Disqualification):
No Exploitation of any known old or new bug discovered during play. Explanations like "exploiting/activating the bug unknowingly", "we had no idea this bug existed" or similar excuses will not be entertained. Participants/Teams are expected to know what these are.
Examples of Bugs:
Earthshaker using Fissure to target out of the edge of the map results in a fatal error in some instances. Any players found doing this will be disqualified.
Black King Bar cannot be shifted or dropped. Any players found doing this will be disqualified.
6. No control sharing (Warning , Game Loss or Disqualification):
Strictly no control sharing. Only when there is one more or team mates disconnects, then you can share the control of that player(s)' hero. However, you cannot take, pass or sell that hero's item(s).
Penalties:
Warning : After warning is given games goes on. If three warnings are accumulated then the team will be ejected from the tournament upon receiving the third warning.
Game Loss: Game loss given to a team mean the team loses the current game no matter what is the result of that game. A win would be awarded to opponent instead.
Disqualifications: A team disqualified will be ejected from the tournament. They will not be able to continue further in the current event.
Save Game and Disconnection:
Any team members who intentionally drop out of the game might cause that member's team to be given a game loss for that game. Appeal can be made but decision by the referee will be final.
If any players are disconnected within 10 minutes after game starts then the game has to restart.
When 1st blood happens, the game will be saved once for a back up save game. After the 1st blood every 15 minutes interval, the game will be saved for a back up save game, or saved after a major clash. Head Marshal/ Marshals will have the right to ask players to save game during any period of the game.
Any game disc/crash after 90 minutes will not be continued anymore and a decision will be made by the marshal of that match based on the replay of that match.
In the times of a game disc, crash/fatal error, the referee's decision will be final. If the participant has any problems regarding the decision made by the referee, he/she can file a report to the organizers and it will be reviewed by the staff and referees.
A save game is outdated if since the save game:
- Two or more towers/barracks have went down
- A total of 12 or more kills occurred. (Aegis charges lost count as kills)
Game will continue if a save game is outdated. However if both team agree, the game can be loaded and continue.
